City 17 smells like concrete dust and ozone. The streets are quiet in the wrong way — not peaceful but suppressed. Citizens in blue jumpsuits walk with heads down. Civil Protection patrols tap stun batons against their palms. Combine scanners buzz overhead, popping flashbulbs at random faces. Somewhere, always, a Breencast is playing. The city was once beautiful. You can see it in the architecture — ornate facades, cobblestone plazas, a canal system that once served commerce and now serves as an escape route. The Combine didn't demolish the city; they occupied it, which is worse. The old beauty makes the new oppression feel personal, like watching someone you knew become something else. Beneath the surface, the resistance moves through apartments, sewers, and hidden passages. Every building is a potential safehouse or a trap. The city exists in two layers: the visible one the Combine controls, and the invisible one the resistance uses to survive.

Appearance

A sprawling Eastern European city — centuries-old architecture in warm stone and plaster, now draped in Combine technology. Force fields shimmer across alleyways. Surveillance cameras and scanners line every street. The Citadel rises from the city center like a dark metal needle miles high, dominating every sightline. Propaganda screens show Dr. Breen's face on every corner. Combine barriers funnel pedestrian traffic through checkpoints. Above it all, the sky is perpetually overcast, as though the weather itself has been suppressed.
