The massive labyrinthine headquarters for Earth's bureaucrats — where paperwork goes to live forever and some visitors have been waiting in line for over a century.
The Central Bureaucracy is the institutional heart of Earth's government, established in 2159. It is a monument to paperwork, procedure, and the human capacity to create systems that serve no one but themselves. Hermes works here as a bureaucrat and finds it spiritually fulfilling. The bureaucrat grading system is inverted — lower numbers mean higher rank. Slow-mobiles (extremely slow scooters) are provided for navigating the massive complex. Pneumatic tubes carry paperwork to the Master In-Pile, which is exactly what it sounds like.
