The Imperial Palace is power made architectural — every corridor, every chamber, every garden is designed to communicate that the person sitting on the throne commands twenty-five million worlds. The Genetic Dynasty of Cleon maintained the Palace as both residence and symbol, understanding that the Empire ran on belief as much as force. An Emperor who looked diminished would be diminished. But the Palace also tells the story of decline. In Seldon's time, entire wings were already sealed off — insufficient staff to maintain them, insufficient budget to heat them, insufficient will to admit what the closures meant. The gardens that once hosted diplomatic receptions became overgrown. The administrative offices that once coordinated galaxy-wide policy processed increasingly meaningless paperwork for an increasingly fictional authority. After the Sack, the Palace became something unexpected: cover for the Second Foundation. The Imperial Library — technically part of the Palace complex — housed scholars who were actually mentalics, maintaining the Seldon Plan from the one place nobody thought to look. The grandest building in the galaxy became the perfect hiding place because everyone assumed it was empty.
A complex so large it constitutes its own sector of Trantor. The outer walls are kilometers of polished granite and metal, featureless and imposing, designed to make visitors feel insignificant before they even enter. Inside, halls stretch beyond sight — ceilings lost in shadow, floors of colored stone quarried from a hundred worlds, walls lined with tapestries depicting twelve thousand years of Imperial history. The throne room alone could hold ten thousand people standing. Everything is scaled for awe, not comfort. In later eras, sections fall dark as maintenance fails, and the remaining inhabited areas feel like a campfire in a cathedral.
