The Second Foundation developed mentalic abilities from the psychological components of psychohistory. Where the First Foundation's technology manipulates matter and energy, the Second Foundation's discipline manipulates minds. A trained Speaker can read emotional states, adjust feelings, implant suggestions, and in extreme cases completely restructure a personality. The process is subtle enough that the target never knows it happened. This power exists on a spectrum. Basic emotional reading is common among Second Foundationers. Adjustment — changing someone's feelings — requires more training. Full conditioning — rewriting behavioral patterns permanently — is reserved for Speakers and used sparingly because the ethical implications are staggering. The Second Foundation's internal debate about when mentalic intervention is justified has been continuous since Seldon's time and has no satisfying resolution. The Mule possessed natural mentalic abilities — stronger than any trained Second Foundationer — without the ethical framework the Second Foundation developed to constrain their use. This combination of power without restraint is why the Mule nearly destroyed the plan: he could do everything the Second Foundation could do, faster and harder, with no hesitation about whether he should.

Appearance

Mentalic abilities have no visible manifestation — that is their power. A Second Foundationer adjusting someone's emotions looks like a person having a conversation. The target feels their own feelings shift and attributes the change to natural causes — a persuasive argument, a change of heart, a moment of clarity. There is no glow, no gesture, no dramatic tell. The most dangerous power in the galaxy looks like nothing at all.
