Regent of Anacreon who plotted to conquer Terminus by force — a blustering militarist who proved Hardin's point about violence being the last refuge of the incompetent.
Wienis is the Foundation's first external military threat — and its least sophisticated. He sees Terminus's lack of military power as weakness, failing to understand that technological dependency has already made Anacreon a vassal state. Hardin defeats him without firing a shot, simply by having the Foundation-trained 'priests' shut down Anacreon's power grid. Wienis is the cautionary tale of every strongman who mistakes weapons for power.
Thick-set, florid, with the aggressive bearing of a man who compensates for insecurity with bluster. Heavy-featured, expensively dressed in the pseudo-royal fashion of Anacreon's court.
