Palver is the Second Foundation at its most effective: invisible, patient, operating through misdirection. His disguise as a farmer requires no acting — he genuinely enjoys simplicity while manipulating galactic events. He guided Arkady's 'discovery' of the Second Foundation and arranged for fifty agents to be sacrificed, convincing the First Foundation the threat was eliminated.

Appearance

Short, round, balding, with a farmer's ruddy complexion. Small twinkling eyes behind a perpetual squint. Rough country clothing, calloused hands. Smiles constantly — a grandfatherly warmth concealing one of the most powerful minds in the galaxy.
