Character from Foundation by Isaac Asimov

Chief Commissioner of Public Safety who presided over Seldon's trial — the Empire's political enforcer, who sentenced the Foundation into existence without realizing he was following the Plan.

Chen is the Empire's iron fist wrapped in legal parchment. He condemned Seldon for treason against the state, sentencing him and his followers to exile on Terminus — exactly what Seldon wanted. Chen is competent within his domain but cannot see past it; he evaluates threats in terms of political stability, not civilizational survival. He is the last effective Commissioner, and his efficiency in removing Seldon ironically ensures the Plan's success.

Thin, precise, with the immaculate grooming and cold expression of a bureaucrat who has weaponized paperwork. Dark robes of office, thin lips, calculating eyes. The face of institutional power — not cruel, just indifferent.
