A patrician of Siwenna who aided General Riose's campaign against the Foundation — providing intelligence while quietly understanding that the Empire's own decay would defeat its best general.

Barr is a man caught between loyalties — to his province, to the Empire he once believed in, and to a historical awareness that tells him both are doomed. He helps Riose not because he believes the campaign will succeed but because he recognizes a kindred spirit: another man who loves something already dead. His quiet fatalism makes him the perfect interlocutor for Riose's energy, and their conversations about power, decay, and duty are some of Asimov's finest dialogue.

Elderly, dignified, with the refined bearing of old provincial nobility. White-haired, lined face, dressed in the faded elegance of a once-great family. Calm, measured movements of a man who has outlived his world's best days.
