The resort town operates as if Shinra's mako extraction and Sephiroth's threat don't exist, highlighting how ordinary people remain disconnected from the catastrophe bearing down on them. Hojo can be found here inexplicably sunbathing, one of the game's most surreal moments. The party can purchase a villa here, and the town serves as a port connecting the eastern and western continents.
