Where the old president hid behind boardroom deals, Rufus confronts problems personally — fighting Cloud on the Shinra rooftop, pursuing AVALANCHE across continents, deploying the Turks with surgical precision. Rufus is not stupid enough to ignore the Sephiroth threat, and his opposition to the planet's destruction is pragmatic rather than moral: you can't rule ashes. He mobilizes Shinra's military against Sephiroth while simultaneously trying to capture AVALANCHE, playing every side. After surviving Diamond Weapon's assault on Midgar — barely — Rufus goes underground, eventually founding the World Regenesis Organization in Advent Children to clean up his family's mess. He is a villain who becomes a reluctant anti-hero, driven not by redemption but by the realization that legacy requires a world that still exists.
