In the show's early seasons, Stewie's ray gun was the primary vehicle for his matricide ambitions — a working laser that he carried and occasionally used. The show's evolution shifted his character arc away from matricide and the gun became less central, but it remains associated with him. The gun represents the show's foundational absurdist premise: a baby built a working weapon in a nursery and nobody noticed. The gun is less important than what it represents — Stewie's self-presentation as a supervillain, which the show gradually revealed was always partly theater.
