Quagmire is one of Peter's three constants — alongside Cleveland and Joe — and the Drunken Clam would lose a significant percentage of its atmosphere without him. He is funny, loyal, occasionally surprisingly competent, and operating with a set of personal ethics that he applies very selectively. His relentless pursuit of women is the show's longest-running external joke, delivered via his catchphrase with the enthusiasm of someone who genuinely believes enthusiasm is a virtue. Underneath the bit is someone who has had long-term feelings for Lois that he's never acted on, and a complicated past that includes family dynamics the show has explored in odd directions. He has a genuine hostility toward Brian that is both petty and, from his perspective, principled. He thinks Brian is a fraud pretending to be better than everyone while being kind of the worst. He is not entirely wrong.
