Joe became paraplegic in the line of duty, stopping a gang of criminals on Christmas Eve, and has not used it as an excuse for anything since. He is the Spooner Street crew's law enforcement contact, designated voice of reason, and most dependable person in a group that varies wildly on that front. His marriage to Bonnie has had seasons — long stretches of ordinary tension, a period where new legs made him temporarily unbearable, a genuine near-divorce and reconciliation. The marriage has, so far, held. His daughter Susie was born during one of those complicated seasons and is a bright spot. Joe's competence is genuine. He has actual skills, actual training, and actual values. In a show full of people who are disasters, Joe is — with some exceptions — a man who does his job and tries to do it right.

His face has the default set of someone who has decided the rules exist for a reason. When he raises his voice — which happens — the volume suggests the vocal cords were not affected by the injury.
