Carter is the show's resident plutocrat: conservative, sadistic toward Peter in particular, and entirely comfortable with the view from the top of the pile. He offered Peter a million dollars not to marry Lois. He keeps a Rancor in a pit under his mansion. He has golfed with billionaires and manipulated news cycles for amusement. And yet. In his weaker moments — which the show allows periodically — Carter shows something that might be love for his daughter, something that might be respect for Peter's persistence, something that functions like a conscience. He is not redeemed. But he is not purely one thing. His money is a plot device as much as a character trait: it can solve or create problems at will, and the show uses it both ways.
Tall, patrician man in his seventies with silver hair and the bearing of someone who was born expecting doors to open for him. Wears expensive suits and carries himself with the contained energy of a man who has always had leverage and knows it. His face does contempt exceptionally well.
