Japan's current capital — a functional replacement for the nuked original, built in Nagano Prefecture while the real resources went to the fortress city that matters.
Tokyo-2 was built beginning in 2001 on the site of Matsumoto, becoming Japan's fully functional capital by 2003. However, construction of Tokyo-3 began in 2005 under a second capital transfer plan — ostensibly to eventually replace Tokyo-2, but actually to provide cover for the enormous costs of building NERV's fortress city. Tokyo-2 houses the Japanese government and civilian administration while Tokyo-3 houses the military operation that actually matters. It is notable mainly for what it is not: it is not under attack, it is not hiding an alien vessel, and no one living there has to get into a giant robot.
Modern city built on the site of Matsumoto in Nagano Prefecture. Functional government architecture. Less dramatic than Tokyo-3 — a working capital rather than a fortress. Administrative buildings, government offices, civilian infrastructure.
