Terminal Dogma is the deepest level of NERV Headquarters, located 2,008 meters below Central Dogma and roughly 3 kilometers below the Earth's surface. Access requires the highest security clearance — only Gendo, Fuyutsuki, and Ritsuko can enter freely. It contains the crucified Lilith (whose blood fills the LCL lake), the graveyard of failed prototype Evangelions, and the cloning facility that produces Rei Ayanami's backup bodies. When Kaji brings Misato here, showing her Lilith, it permanently changes her understanding of what NERV truly is. When Kaworu descends here seeking Adam and finds Lilith instead, it changes everything. This is where all secrets terminate.
An enormous cavern deep beneath NERV HQ. Dominated by a giant red cross holding the white form of Lilith, whose incomplete body trails into a vast lake of orange-amber LCL — her blood. The Eva graveyard lines one section — failed prototype Evangelions half-submerged and rotting. The Dummy Plug Plant with its rows of floating Rei clones in illuminated tanks occupies another area. The lighting is dim and amber. The atmosphere is oppressive and sacred simultaneously.
