A dark room where twelve numbered monoliths speak with the voices of old men who have been steering humanity toward extinction since before most people were born.
The SEELE council meets via holographic monolith projection — whether the chamber has a physical location or exists only as a virtual conference space is deliberately ambiguous. The twelve monoliths represent the twelve members of SEELE, with Keel Lorenz as Chairman (SEELE 01). From this room, they issue directives to the Human Instrumentality Committee, interrogate NERV personnel, and debate the progress of their apocalyptic plan. The 'SOUND ONLY' designation suggests the members conceal their identities even from each other. When Gendo is summoned to appear before the monoliths, the power dynamic is unmistakable — he stands alone in darkness, surrounded by judgment.
Dark, featureless space — possibly not even a physical room. Twelve tall rectangular monoliths arranged in a configuration, each bearing a number (SEELE 01 through SEELE 12) and the text 'SOUND ONLY.' The monoliths glow faintly when their occupant speaks. No furniture, no decoration. Gendo stands or sits alone in the center when summoned. Oppressively claustrophobic despite the emptiness.
