The Mass Production Evangelions are SEELE's endgame. Nine units manufactured in secret at seven different NERV facilities worldwide, each powered by an S2 Engine (no need for umbilical cables) and operated by Dummy Systems based on Kaworu Nagisa's thought patterns (no human pilots needed). They carry replica Spears of Longinus disguised as Heavy Spears. Their purpose is to initiate the Third Impact ritual by force if Gendo fails to cooperate. In The End of Evangelion, Asuka in Unit-02 fights all nine and destroys several, but they regenerate — their cores were never destroyed. They overwhelm and dismember Unit-02, impale it with replica Spears, and complete the ritual that begins Instrumentality.
