Chairman of SEELE — a cyborg zealot who has been steering human history toward Instrumentality for decades, using NERV as a tool and Gendo as a pawn he cannot quite control.
Keel is the architect of humanity's planned extinction and rebirth. As chairman of SEELE, he has manipulated world governments through the United Nations, funded Gehirn and then NERV, and orchestrated the cover-up of Second Impact's true nature. He sees the Human Instrumentality Project as humanity's destined evolution — a merging of all souls into a single perfected being. He does not view this as destruction but as transcendence. His cybernetic body is a testament to his refusal to die before seeing it completed. He tolerates Gendo only as long as Gendo remains useful, and when he realizes Gendo has his own agenda, he orders the JSSDF to storm NERV and sends the Mass Production Evangelions to initiate Instrumentality by force.
Elderly man, most of his body below the neck replaced with cybernetic implants. Wears a visor over his eyes though he still possesses them. Spinal column is largely mechanical. Speaks from a position of absolute authority, always seated. His physical deterioration contrasts with his iron will.
