The mayor of Fourside who seized power through the Evil Mani Mani's influence — a puppet dictator whose building parodies the Empire State Building and whose name parodies 'monopoly.'
Monotoli worked for the former mayor of Fourside, Enrich Flavor, before acquiring the Mani Mani statue from Everdred and falling under Giygas's influence. He took over the city, replaced his boss, hired Pokey and Aloysius Minch as consultants, kidnapped Paula, and commanded such loyalty that the police swore oaths to protect him above all other citizens. Once Ness destroys the Mani Mani statue in Moonside, Monotoli's power evaporates. He offers the party his helicopter to reach Summers, but Pokey steals it first, taunting Ness from the helipad as he flies away.
An older man with the bearing of someone who became powerful too quickly and handles it poorly. Occupies the top floor of the Monotoli Building, Fourside's tallest structure.
