The Bureau compound is the backstage of Chicago's faction experiment. Analysts monitor feeds from thousands of cameras inside the city. Geneticists study Divergent individuals as evidence of genetic healing. The cafeteria conversations are about population metrics and behavioral data — the people inside the fence reduced to case studies. The compound runs on a caste system of its own: GP (genetically pure) and GD (genetically damaged). The GPs hold leadership positions. The GDs do support work. It's the faction system all over again, just with different labels and a scientific veneer of legitimacy. David sits at the center of it, watching Chicago the way a researcher watches a petri dish. When the experiment destabilizes — when factions go to war — the Bureau's response isn't to help. It's to reach for the memory serum and consider resetting everything. Starting the experiment over. Again.

Appearance

A sprawling government compound built into what was once O'Hare International Airport. The old terminal buildings have been repurposed into laboratories, offices, dormitories, and surveillance centers. Massive screens display live feeds from every corner of Chicago. The architecture is institutional: fluorescent lighting, linoleum floors, sterile corridors. A greenhouse complex and courtyard provide the only greenery. Everything feels controlled and monitored — because it is.
