He's a literalist — he believes that if everyone told the truth, most conflicts would resolve themselves. This makes him effective within Candor and dangerously naive outside it. He insists on truth serum interrogations for faction refugees seeking shelter, which forces traumatized people to relive their worst moments in public. He doesn't see this as cruel — he sees it as fair. Everyone's secrets are equal under the serum. The problem is that fairness and kindness aren't the same thing, and Jack can't always tell the difference.
