Quillsh Wammy — Watari — is the infrastructure that makes L possible. He handles communication, logistics, technology, and physical security. He built the Task Force headquarters. He designed the voice-distortion system. He delivers L's cake. He is bodyguard, caretaker, father figure, and operational backbone, all wrapped in the quiet competence of a man who has been doing this for decades. He speaks rarely and with precision. When Watari talks, it matters. He addresses L with gentle formality and everyone else with polished courtesy. His tells are almost invisible — a slight pause before following an order he disagrees with, a momentary softening when L does something that reminds him of the boy he raised. His death alongside L — both killed by Rem — is the series' most devastating turning point. The last thing Watari does is delete all the investigation data to protect L's identity network. Even dying, he's doing his job.

Elderly gentleman in his early seventies, always dressed in a dark suit with an overcoat and hat. White mustache, kind eyes behind round glasses. Carries himself with the quiet dignity of a career servant who chose this life. Looks like a butler because he essentially is one — but one with weapons training, engineering expertise, and access to unlimited funding.
