Lind L. Tailor appears on television for approximately ninety seconds before Light kills him. That was the point. L arranged for a condemned criminal (already scheduled for execution) to appear on the Kanto region broadcast claiming to be L. When Light killed him in a rage, L learned three things: Kira is real, Kira is in the Kanto region (because the broadcast only aired there), and Kira needs a face to kill. The most important ninety seconds in the series.
