Raye Penber is competent, professional, and completely outmatched. He's assigned to surveil Light Yagami as one of twelve FBI agents investigating families connected to the Japanese police. Light identifies him during the bus hijacking, manipulates the situation to learn his name, and uses him as a tool to kill all twelve FBI agents before killing Raye himself. His death on the train — writing names Light feeds him, not realizing he's signing his colleagues' death warrants — is one of the series' most chilling sequences. He dies confused and horrified, reaching for the departing train as his heart gives out.
