The Princeps is a strategist more than a tyrant. The court of Trisolaris around him is concerned with extinction-level survival, and he is the one who decides which truths the species will be permitted to act on. He underestimates Luo Ji because cosmic sociology was a private accident and Trisolarans, who cannot lie, do not have a category for it.
