Reigan Shen's endgame is revealed in Waybound: he never intended to survive the Dreadgod crisis gracefully. He intended to use it — to absorb hunger madra, eliminate rival Monarchs, and emerge as the sole ruler of a broken Cradle. He would rather reign over ruins than ascend to a cosmos where he might not be the strongest. He is the final boss because he represents everything wrong with the Monarch system.
