The imperial capital of China, a city of palaces and bureaucrats where Wu Zetian rules the most populous civilization on earth.

Beijing is the fulcrum of the Chinese empire — the city through which all tax revenue flows, all administrative decisions pass, all military orders emanate. Under Wu Zetian, the imperial examination system that feeds the bureaucracy has been expanded and reformed, and the court is full of talented administrators who have earned their positions through merit rather than birth. The city is opulent and orderly, its streets clean by imperial decree, its markets regulated by inspectors who report directly to the empress. Foreigners who visit often remark that Beijing makes their own capitals feel provincial.

Appearance

A city of red walls and yellow rooftops behind walls within walls — the Forbidden City nested inside the Imperial City nested inside the Outer City. The streets outside the palace walls are dense with commerce. The smell of coal smoke, dried fish, and chrysanthemum tea fills the morning air.
