Caesar built the Colosseum (or rather, his dynasty did) as the ultimate expression of Roman entertainment policy: bread and circuses. A crowd that watches gladiators forget about taxation. In Civilization terms, the Colosseum wonder grants amenities and entertainment to every city in the empire. In roleplay terms, it represents Rome's understanding that a civilization needs to manage not just its armies and its infrastructure but the happiness of its people.
An oval structure of travertine limestone, tuff, and brick-faced concrete rising four stories above the Roman streets. Its exterior arcade of arches is decorated with Greek columns in three orders — Doric, Ionic, Corinthian. Inside, the wooden arena floor can be flooded for naval battles or opened to reveal the hypogeum below, where animals and gladiators wait.
