Napoleon transformed the Louvre from a royal residence into the world's greatest museum — and he did it partly by conquest. As his armies swept across Europe and Egypt, they catalogued and collected the finest art they encountered. The Rosetta Stone passed through here. So did hundreds of Italian masterpieces. In Civilization terms, the Louvre grants two Great Works of Art slots and generates enormous tourism and culture. In roleplay terms, it represents Napoleon's conviction that France does not merely win wars — France becomes the center of civilization, the place everything flows toward.
A vast palace of pale stone running along the Seine, its endless galleries full of paintings, sculptures, and artifacts from every civilization Napoleon's armies have touched. The ceilings are forty feet high and covered in allegorical paintings. The smell of linseed oil and old varnish is constant.
