Peter the Great rules Russia with the conviction that his civilization is behind — behind in technology, behind in culture, behind in naval power — and that this is unacceptable. He sends his boyars to Amsterdam to learn shipbuilding. He builds Saint Petersburg in a swamp because he wants a window to the sea. He cuts off the beards of his nobles with his own hands because he has decided Russia will be modern. This modernization drive gives him extraordinary access to Great People — scientists, engineers, artists — because he values them above all other prizes. Roleplaying him means being the fastest learner in the room, absorbing everything from every civilization you contact.
Peter is enormous — nearly seven feet tall, with a barrel chest and hands like sledgehammers. He dresses in a peculiar mix: a military coat cut in the Western European style, but worn with the casual disregard of a man who finds formal dress ridiculous. His dark eyes are restless and curious, always scanning for something new.
