His advisors know better than to recommend aggressive expansion; Gandhi's preferred weapon is the trade agreement and the cultural exchange. Yet Gandhi is not naive. He understands that the world contains those who would mistake his pacifism for weakness, and he has contingencies — nuclear deterrence being the most famous (and occasionally alarming) of them.
