Public Safety HQ is where the mundane bureaucracy of devil hunting happens — paperwork, briefings, partner assignments, and Makima's quiet manipulation of everyone within reach. Upstairs it looks like any government office. Downstairs, detained devils are kept for interrogation or forced contracts. Division 4 operates from here under Makima's command, making it both workplace and web. The contrast between the boring office environment and the life-or-death work done from it captures Chainsaw Man's tonal range.

A drab government office building with fluorescent lighting, cubicles, meeting rooms, and file cabinets. Institutional carpet and drop ceilings. The underground levels are concrete and steel — detention cells, reinforced doors, dim hallways housing captured devils like the Future Devil.
