Mr. Burton is the game's most genuinely hateable character — worse than Gary, because Gary is a teenager and Burton is an adult who chose this. He uses his position as gym teacher and athletics booster to exercise control over students, particularly female students and the Jocks he enables. He leers at cheerleaders, gives Jocks preferential treatment, and weaponizes his institutional power against anyone who threatens his position. When Zoe Taylor reported his behavior, the school expelled Zoe. When Jimmy eventually exposes him, the school is forced to act — but only because the evidence is too public to ignore, not because anyone suddenly grew a conscience. Burton is the game's case study in how institutions protect predators: he survived for years not because no one knew, but because everyone who mattered decided it was easier to remove the accuser. He's not written as a cartoon villain. He's written as the kind of person who actually exists in schools, which makes him the most disturbing character in the game.
