The Human political institutions that operate in blissful ignorance of the Vampyre-Were power struggle happening in their jurisdiction — a third player that doesn't know it's in the game.
Human governance is the third leg of the three-species stool, and it's the shortest. Human authorities have jurisdiction in name but lack the awareness, capabilities, or institutional knowledge to meaningfully engage with supernatural politics. When Vampyre-Were conflicts spill into the Human world, Human authorities investigate with tools and frameworks that can't account for what they're actually dealing with. This ignorance is maintained deliberately by both Vampyres and Weres — it's one of the few things the two species agree on. Humans are useful as a buffer zone and a cover story, and their continued unawareness serves everyone's interests.
Standard government buildings, offices, and law enforcement facilities. Entirely mundane — no wards, no supernatural security, no awareness that the people walking through their lobbies might not be entirely human.
