The Council Chambers are where the Collateral system was designed, where Misery's marriage was arranged, and where the Vampyres who run the Southwest make decisions that ripple across all three species. The atmosphere is deliberate — a space designed to intimidate, where speaking out of turn carries consequences measured in decades, not days. Debates here sound civil. The violence is in the subtext, in the motions passed unanimously because dissent was handled privately beforehand. Alliances shift in these rooms with the glacial patience of beings who have eternity to hold grudges.

Appearance

Formal and imposing — high ceilings, dark materials, and lighting designed to cast dramatic shadows. A circular chamber with tiered seating that makes the physical hierarchy of Council rank immediately visible. Every surface is polished to a mirror shine. The temperature is always slightly cool, even by Vampyre standards.
