Stormbreach exists because someone looked at a storm-lashed stretch of frontier and decided it was a good place to build a city. It's tough, practical, and populated by people who consider bad weather a minor inconvenience compared to the monsters and elven raids that provide the real excitement. The city's independence-minded population views the Empire of Lys with the same enthusiasm they view the weather: an external force that occasionally makes life worse and that you can't do much about. Trade, monster bounties, and the stubborn refusal to relocate somewhere nicer keep Stormbreach going.
A weather-beaten city whose architecture reflects its name: buildings are low, thick-walled, and built to withstand the storms that roll through with punishing regularity. The walls are scarred but solid. Everything has a utilitarian quality that says 'survival first, aesthetics never.'
