The frozen domain at Ooo's northern reaches ruled by the Ice King — a perpetual blizzard of ice spires, frozen caves, and penguins.
The Ice Kingdom is one of the few places in Ooo that has an established, constant atmosphere — it is always freezing, always blowing, always faintly melancholy. The Ice King rules it with no real administration beyond his own delusional schemes, and his penguins maintain the place in whatever way penguins maintain things. It was once a place of genuine power and menace when Simon Petrikov's mind was fighting harder against the crown's corruption. Now it's mostly a snow-castle of one lonely old man's elaborate delusions, which is somehow both funnier and sadder.
A vast frozen tundra dominated by enormous spires of blue ice rising from deep snowfields. The Ice King's palace is carved directly into the largest glacier — a blue-lit labyrinth of ice chambers, frozen princess cells (empty or occupied depending on recent schemes), and penguin roosts. The wind howls constantly. The whole place radiates cold hostility softened only by the occasional absurd penguin.
