Location from A Practical Guide to Evil by ErraticErrata
The seat of the Dread Empire — a spire of dark stone two hundred stories tall, crowned by perpetual storm clouds, where every ruler since Maleficent I has schemed, murdered, and eventually been murdered in turn.
The Tower is the seat of the Dread Empire, built by Maleficent I and occupied by every Dread Emperor and Empress since. It's the symbol of Praesi power — the physical manifestation of a civilization that looked at the concept of 'evil empire' and decided to optimize it. Triumphant collapsed it on heroes as her last act of spite. It was rebuilt. It always gets rebuilt. Akua burned it down during Book 7. The Tower is not just a building — it's an idea, and ideas are harder to kill than stone.
An impossibly tall spire of dark stone, over two hundred stories, surrounded by constant storm clouds at the higher levels. Constructed by Dread Empress Maleficent I. It dominates Ater's skyline like a finger pointed at the gods in accusation. Inside: a labyrinth of politics, sorcery, and the accumulated paranoia of centuries of rulers who all died violently.
