Laure is Callow's capital, sitting beside a lake. It's Catherine's hometown — she grew up at the Laure House for Tragically Orphaned Girls (yes, that's really the name) and earned coin in illegal fighting pits before Amadeus found her. Under occupation, Laure is a city of contrasts: Praesi authority above, Callowan resistance below. The market squares still run, the taverns still pour, but there's a tension in every interaction between occupier and occupied that never quite resolves.
A lakeside city with the worn dignity of a capital under occupation. The streets smell of horse and rain and resentment. There's a Praesi governor's mansion where there used to be a palace, and the difference tells you everything about the last twenty years.
