Helike is the Free Cities' most militaristic member, historically ruled by the Theodosian line. It produces Tyrants the way Levant produces Pilgrims — through cultural infrastructure and narrative weight. Kairos Theodosian was the last and most spectacular of the line, and his death left a power vacuum the city may never fully recover from.
