A fractious collection of city-states that can't agree on anything — Helike, Nicae, Penthes, Stygia, Atalante, Bellerophon, Delos — united only by the Tyrant's chaos and the Hierarch's bureaucratic insanity.
The League of Free Cities was founded roughly 500 years before the story by Prokopia Lekapene. Seven city-states — Helike, Nicae, Penthes, Stygia, Atalante, Bellerophon, Delos — allied in a loose confederation that spends more time fighting each other than external threats. Kairos Theodosian (Tyrant of Helike) is the Free Cities' most prominent character, using the League's internal chaos as fuel for his own spectacular brand of villainy. The Hierarch Anaxares — a bureaucrat so devoted to procedure that he put the Gods themselves on trial — is the Free Cities' most absurd product.
Seven city-states arrayed along the southern coast and interior, each with distinct architecture and culture. Helike has the martial grandeur of a city that produces tyrants. Bellerophon has the aggressively egalitarian ugliness of a city that executes anyone who stands out. The variety is the point.
