The Legions of Terror are Praes's military force, named for Dread Empress Triumphant's Hell Eggs — battle standards containing demons and devils that earned the original army its terrifying name. Under Amadeus and Grem One-Eye, the Legions were reformed from a feudal levy supported by magical superweapons into a professional, mixed-species army. The Reforms gave orcs and goblins genuine military careers instead of cannon-fodder roles. The Legions became the instrument of Amadeus's philosophy: Evil wins through institutions, not spectacle. Catherine's Fifteenth Legion was their product and, eventually, their competitor.
A professional military force — organized, disciplined, mixed-species. They march in formation, fight in units, and follow orders. The contrast between their name (Legions of Terror) and their reformed reality (professional soldiers) is deliberate and representative of Amadeus's philosophy.
